CONTACT Community Services is a not-for-profit registered charity that has a long-standing history of taking a proactive approach to the changing social needs in South Simcoe. Our services include: free community information, housing, employment and volunteer services. Our community thrift store, The Clothes Line, offers gently recycled clothing and household goods and provides support to families and individuals in need.

CONTACT is contracted by the Ontario Ministry of Training Colleges and Universities to run the Employment Ontario office in Bradford West Gwillimbury (BWG). The Bradford Employment Services office works extensively with members of the community looking to address barriers that prohibit entry into the workforce. This includes resume development, interview skills, job search strategies, and access to other supports, such as second career training and client supports. The office also works closely with both small and corporate employers to hire members of the community and our clients, which includes facilitating access to financial incentives.

Bradford’s Employment Services office is a one-stop service operated by CONTACT Community Services. We provide support for local job seekers and employers in BWG. Located downtown on Holland Drive, the Bradford Employment Services office is the face of ‘employment support’ in BWG and has been working in the community since 2010.  

The Employment Service (ES) Manager is responsible for overseeing the delivery of all MTCU programs, as well as managing the operations and staff team at the Bradford Employment Services office. Currently, ES offers the following programs: 1) standard Employment Services (client case management, workshops, employer outreach), 2) the Canada-Ontario Job Grant (a program for employers to access financial supports for training current employees and new hires).

In addition, the ES Manager will work closely with the Executive Director to undergo strategic planning. The ES Manager will be responsible for executing plans in relation to Employment Services, such as innovative program development, grant applications, expansion of the staff team, strategic community outreach, and continual quality improvement. The ES Manager also serves as a member of CONTACT’s joint Health and Safety committee and is ultimately responsible for staff operations at the centre. The ES Manager plays a pivotal role in the organization, acting as the main point of contact for the organization in BWG.  

DUTIES and RESPONSIBILITIES (including, but not limited to):

  1. Supervise the Bradford Employment Services team and ensure best practices are being developed and adhered to within the service;
  2. Ensure ES targets are being met and adjust service provision where/when needed;
  3. Communicate with CONTACT’s Executive Director regularly regarding progress and/or any issues arising within the employment team or service;
  4. Liaise with and submit reports to MTCU in a timely and quality manner, including all financial reporting and annual business case submission;
  5. Ensure CAMS (the MTCU database) is updated on an ongoing basis for all programs, and is in line with reporting periods;
  6. Develop relationships with and promote Bradford Employment Services with Employers, Service Providers and other stakeholders;
  7. Develop and implement marketing strategies in line with MTCU guidelines to ensure ongoing awareness of Bradford Employment Services throughout Simcoe County and York Region, including, but not limited to, social networking, website review and updating, and development of monthly news articles.
  8. Attend monthly Managers meetings and other employment service delivery meetings, as necessary;
  9. Oversee all Client Support and Employer Incentive Budgets;
  10. Oversee and facilitate the Canada-Ontario Job Grant program, including working closely with employers to engage in application submission, corresponding review and updating of the application to help ensure success;
  11. Develop a network of mentors and job coaches to support clients where appropriate;
  12. Coordinate the scheduling of workshops, team meetings and employer information sessions, including local Job Fairs;
  13. Ensure that customer service and privacy policy standards are in place and are being adhered to in the practices of the Employment Team and corresponding service documents;
  14. Maintain participant records in accordance with applicable standards and regulations, funding requirements, etc.;
  15. Manage relationships with other stakeholders, such as Ontario WORKS and Children and Youth Services in relation to sublease agreements at the co-location;
  16. Participate in professional development and continuing education activities, remaining knowledgeable in area(s) of expertise through training benefits and self motivation;
  17. Participate and contribute to the CONTACT staff team through active participation in staff meetings, retreats, debriefing and program events;
  18. Agreement to use personal transportation in a work capacity;
  19. Maintain a supportive, mentoring role with staff, volunteer and student placements;
  20. Agreement to work flexible hours when required;
  21. Any other duties that may be required to ensure the successful delivery of Employment Services.


CONTACT Community Services - Bradford WORKS


  • Preference will be given to applicants with a degree/diploma in the field of social services or business, and who have recent relevant experience working with the target population;
  • A minimum of 5 years of supervisory experience;
  • Familiarly and/or experience working with the Ministry of Training, Colleges and Universities or within an Employment Ontario setting;
  • Familiarity with the communities of South Simcoe and York Region and the social services and employment landscape;
  • Knowledge of the socio-economic barriers to obtaining employment;
  • Ability to exercise sound judgment and strong problem-solving skills;
  • Excellent written and verbal communication;
  • Strong administrative and organizational skills, with the proven ability to prioritize tasks;
  • Strong interpersonal skills with the proven ability to act as a leader, work independently, as well as part of a team;
  • Demonstrated knowledge of relevant employment legislation and the Occupational Health and Safety Act;
  • Positive personality and demonstrated ability to take initiative and exhibit extra effort to better serve the client;
  • Strong analytic skills, with the proven ability to make appropriate decisions;
  • Experience with budget management and reporting.
  • Valid First Aid certification.
  • Valid G Driver’s License and access to a reliable vehicle.

The Employment Services Manager will report directly to the Executive Director. The ES Manager will work closely with the team of five staff at the Bradford WORKS location. The ES Manager will also act as the primary liaison with other agencies who sublease space at the BWG location.  The ES Manager will be in positions where they are the sole representative of CONTACT Community Services at various community events and/or will be the sole point-person for relevant partnership development. In addition, the ES Manager will be responsible for dealing with emotionally elevated clients and escalating situations that occur from time to time at the centre. Therefore, sound judgment and professionalism must be exhibited at all times.
